ELessons from the implementation of the millennium development goals (MDGs) showed that decentralization and the local governance approach helped governments and development partners to achieve progress. The SDGs and their localization present a fresh opportunity to strengthen the decentralization agenda and promote new forms of cooperative governance (multi-level and multistakeholder). Public private partnerships (PPPs) can enhance the local government capacity to develop integrated solutions, facilitate creative and innovative approaches, reduce cost, reduce delivery time and also, in some cases, transfer certain risks to the private partner.

ECASA Decentralization and Local Governance Cluster being a multi-disciplinary and multi-country team presents a good opportunity for private sector professionals to support national reforms towards political and fiscal decentralization by providing technical support, knowledge, experience, innovation to reinforce institutional and operational capacities of local and regional governments.
